I've always been perfectly clear with them that 2021 was their last and final opportunity to make an application to study under me.

I've also been perfectly clear that their work commitments will have to be fulfilled before they'll be given permission to sit quietly under the table as a discussion takes place around them.

Arguably it would have been more effective for Thailand to summon the UK Ambassador. Drag only them over the coals.

A small group of very rich people who own the infrastructure got together and decided this is the rule we have to live by now. Not only didn't we tell them to introduce that rule we probably don't even know who they are.
