That's Not The Agreement He Reached At All.

The agreement was that traffic through the Strait has to be be coordinated and permitted by Iran. It gives Iran permission to use force to stop ships which violate that agreement.

The fact that the US was defeated to the point it had to sign anything put in front of  them does not allow them to back out of it now. 

But yeah, they're welcome to tell themselves their position has been strengthened in the interim. They'll only get found out again.
