People who don't know how Nukes work really shouldn't have access to them.
They rarely go wrong but when they do go wrong they go really wrong really fast. So you need to have the depth of knowledge that comes from desinging and building the things to know how to respond. Even providing them under China's Build, Operate, Transfer (BOT) principles seems like an unecessary risk.
Note the irony of the US saying it's far too dangerous to allow Iran to learn how to design and build Nuclear reactors. While at the same time saying it's safe enough to sell them to basically anyone who wants one via Amazon.
