The bigger and heavier something is the more difficult and, therefore expensive it is to move. When you've got to move it over the friction of water, rather than, say, polished steel rails it becomes even more expensive.

Construction materials are all very big and very heavy. So they're already more expensive on islands, even before you load them onto your rusty-assed backie.

However Big Tech's decision to adopt the No Nipples Rule could well be an example of State-Absent Totalitarian Capitalism. Where there are no checks on the power of Corporations. Rather like in the Captaincies before the locals got all nibbly. Or in the time of the Robber Barons during the US' Gilded Age. A small group of very rich people who own the infrastructure got together and decided this is the rule we have to live by now. Not only didn't we tell them to introduce that rule we probably don't even know who they are.
