It's Irrational For The BBC Chair To Think He Doesn't Have To Discharge His Duty To Abide By The Broadcasting Code.

He appears to be harbouring a belief that people who break the law don't get arrested, don't get convicted by Courts and don't get sent to prison.
The BBC's own reporting on criminal trials and multiple prison release scandals provides a substantial challenge to that belief. The fact that he is still clinging to that belief in the face of multiple challenges to it suggests he is suffering from an unshakeable delusion.
Therefore the question isn't whether he's fit to run the BBC. It's whether he's fit to take care of himself.
