I've not been following the story but it does sound like he flirted with someone online who was 17 rather than 18 over 12 years ago, acknowledged his wrongdoing and hasn't shown signs of reoffending since. Which, to my mind, puts him on the softer end of sex-offender, rather than the sort of predator who would acquire an infant in order to sexually abuse them.
While that's definitely a loophole you don't want to leave open maybe it would be better to allow the risk of harm to be decided on a case-by-case basis rather than introduce a blanket ban.
