When I was taught how to build a wall, aged about 8, I was taught you start and finish with Pilaster Blocks. Hollow pre-caste concrete blocks with grooves in them. You pop a reinforcing steel bar into the hollows and fill them with concrete.

I've had a quick look and they don't seem to be available anymore.
