Rather like in the Captaincies before the locals got all nibbly. Or in the time of the Robber Barons during the US' Gilded Age. A small group of very rich people who own the infrastructure got together and decided this is the rule we have to live by now. Not only didn't we tell them to introduce that rule we probably don't even know who they are.
