I'm Pretty Sure There Are Already Israeli Laws Forbidding Hamas From Seizing And Holding Hostages.

There are certainly international ones.

However Hamas' allies seem to have allowed a situation to arise where not only does Hamas think it's allowed to break those laws. It will be rewarded for doing so.
