On October 7th 2023 (7/10/23) Israel was attacked by Hamas. Ever since then the US and others have been demanding that Israel's response be; "Proportionate." Claims of proportionality have been the repetative mantra in all of the statements attempting to justify the US/UK-led strikes against the Houthis of Yemen.
It turns out that; "Proportionality" isn't some empty meme or campaign slogan. It has defined meaning under actual International Humanitarian Law.
The; "Proportionality Test" is the weighing of the impacts on civilians - death being the most serious one - against the military objective being pursued.
However like the legal concept of; "Reasonableness" proportionality is an elastic concept, open to interpretation. There is no set formula. So it's not like you're allowed to kill 5 civilians in order to kill 1 rifleman, 10 civilians to kill 1 grenadier, 20 civilians to destroy 1 tank etc.
However the purpose of the Proportionality Test is to encourage you to look for ways to minimise the impact on civilians whilst achieving your military objective. The military objective always takes priority. There is no unacceptable level of civilian deaths which would prevent you from achieving your military objective.
For example. The US is currently in its awards season. One of the big movies is; "Oppenheimer." Telling of Dr Robert Oppenheimer's development of nuclear bombs. Which were then dropped on the Japanese cities of Hiroshima and Nagasaki. Instantly killing 200,000+ civilians. Something which is deemed proportionate in order to achieve the military objective of forcing Imperial Japan's surrender.
The military objective these US/UK-led strikes are pursuing is not valid. Nations are allowed to impose naval blockades on other nations. During the 1963 Cuban Missile Crisis the US imposed a blockade on Cuba. It's still there.
The US/UK-led strikes also aren't and won't achieve their military objective of ending Yemen's naval blockade.
So unlike Israel's strikes against Hamas in the Gaza Strip and beyond. These US/UK-led strikes do not pass the Proportionality Test.
They are just wanton vandalism.
