The ICRC is certainly giving Hamas a lot of support, both material and political. Rather than giving it for free I'm sure they could extract some sort of price in return.

A small group of very rich people who own the infrastructure got together and decided this is the rule we have to live by now. Not only didn't we tell them to introduce that rule we probably don't even know who they are.
