Although 6.8 isn't a particularly large earthquake 18km is quite a shallow depth, meaning all of that energy was released close to the surface. It also seems to have been a convergent quake. Where the energy is forced up towards the surface. In a sort of shrugging motion.
Unlike somewhere like Turkey. Morocco doesn't normally get earthquakes.
So there's no way they're prepared for that. There's no reason why they would be prepared for that.
No-one has any reason to keep the number of highly specialised staff needed to respond to something like that on the payroll.
So when it does happen, I would hope, everyone is prepared to lend out the staff they've got on their payroll.
Imagine being hit by the Earthquake AND the Tsunami at the same time though.
