As far as I can tell. The ultimate Commander-in-Chief of the IDF is the Israeli Prime Minister. So it would apply to decisions of the IDF, wherever they are carried out. Insofar as decisions made by the Prime Minister and the Executive branch. It would not apply to decisions of members of the IDF themselves. Who are akin to non-elected civil servants.
It actually touches on something else I've been struggling with.
While I cannot see any evidence to support it within the text of the Basic Law itself. I'm aware that quite a few people claim that in MQG v Knesset (2012) the Haredi exemption was struck-down on the grounds it violated the right of Equality. Something which does exist as a concept of Natural Justice; Equality Before The Law. If that is the case then it would also apply to the exclusion of Arab-Israelis from IDF conscription.
Meaning that both exemptions would make Israel an; "Apartheid State." By any internationally recognised definitinon of the term.
I do wonder if the Western Leftists who throw that slogan around so easily realise. It's largely been written for them by Israeli Jews.
