From an opitcal perspective. I can certainly see an advantage to having the Annex I + Biden regime Parties openly and clearly state. That their only objective is to scuttle any and all attempts to combat Climate Change.

What I cannot see.

Is if you are short of money. Why you would want to pay for the bureaucracy of setting up a new fund to pay into the Green Climate Fund. Before the Green Climate Fund can disperse any funds.

Unless, of course, you're trying to hide bounced cheques.
