This caused some sort of electrical grid failure. A black/brownout.

The Church responded by using an improperly installed generator. When the electrical grid came back on they suddenly had double the amount of electricity going in then the system was able to cope with.

Of course there is a reason why these sort of things are discussed at the UNFCCC.

Unfortunately even now, having seen several months wasted. I don't think Egypt's electrical grid is something I'll be able to read up on, in the required level of detail, before COP27.
