Strictly speaking it's not a Climate Change issue.
It's caused by farmers burning organic crop stubble from their fields. Meaning it's technically carbon neutral.
So while shutting down coal fired electricity generation would help.
As would banning, or at least taxing, the use of diesel/petrol in motor vehicles.
Banning the use of Diwali firecrackers may also have some, fractional, impact.
The problem's not going to go away until stubble burning stops.
Achieving that involves a mixture of Education, Incentive and Enforcement.
The exact cocktail of which doesn't seem culturally appropriate for me to dictate.
However China. As a nation that has accepted Climate Change. Along with other aspects of reality.
Has suggested some technological/biomass related solutions.
