There will always be a role for Aid/Charity within Climate Finance.

It's an issue of Third World nations having to deal with the consequences of something that First and Second World nations have done to them.

There are though two specific issues with Biden's Paris Agreement.
The first is that it eliminates this Hybrid mechanism. Which would allow nations to share emission cuts. The rich nation providing the finance while the poorer nations recieves the infrastructure and provides the emission cut.
Something that would be done on a bilateral basis. Outside of the GCF. However in a way that produces results. Rather than political dependency.
Secondly it lacks legal force. Destroying the basis for Carbon Markets. Reinforcing the problem with the Labour Theory of Property. Preventing nations from being paid for the legitimate work they do removing other people's emissions.
If it wasn't for Biden's Paris Agreement. Then those two mechanisms would be working alongside the Aid/Charity mechanism.
Without them. The UNFCCC process has been reduced to nothing but a forum for empty people.
