Can The Offender Still Be Rehabilitated?

The refusal to communicate suggests they don't want to be.

I checked my father in for major surgery this morning. I was expecting a telephone update this evening.

As that did not occur I've just called them twice.

On both occassions they slammed the phone down without speaking.

So spare a though for the gay community during this testing time.
