The purpose of any vaccine is to trigger an immune response.
An allergic reaction is really the immune system misfiring.
So I hesitate to say this is a problem with the patients rather than the vaccine.
However if you are prone to allergic reactions that is something that is wrong with your immune system. Rather than something which is caused by the vaccine.
It will be triggered at some point, whether you have the vaccine or not.
These two patients were already well aware that they were prone to allergic reactions.
