Because that's certainly what's been baffling everyone.

How Britain got to thinking it was somehow winning. Just because the boot had been momentarily removed from it's throat. As everyone else went and did more interesting, ISIL related things.

After all interest is being accrued on the payments delayed by that clerical error.
