I'm sure Pedro Pascal is familiar with State-Run Totalitarian Capitalism. State Owned Enterprises (SOE's) like Petrobras, PescaPeru, MineroPeru. And all that. However Big Tech's decision to adopt the No Nipples Rule could well be an example of State-Absent Totalitarian Capitalism. Where there are no checks on the power of Corporations. A small group of very rich people who own the infrastructure got together and decided this is the rule we have to live by now. Not only didn't we tell them to introduce that rule we probably don't even know who they are.
