For enforcing the curfew the Mayor imposed.

She's certainly lost all credibility in terms of condemning people for acting aggressively in violent and stressful situations.

A small group of very rich people who own the infrastructure got together and decided this is the rule we have to live by now. Not only didn't we tell them to introduce that rule we probably don't even know who they are.
