Draw up a demographic profile of your population. Then start testing a random sample of that profile.
Because I hate to break it to you but the planet undergoes a novel Coronavirus pandemic literally every year.
It's called the Common Cold.
What happens is the overwhelming majority of people experience extremely mild symptoms or not symptoms at all.
Those people create a reservoir of immunity. Denied potential hosts the virus dies out.
It's the herd immunity theory behind vaccination programs. Just without having to stuff cash into Roche's pockets.
Obviously though it might be an idea to have some actual evidence it's going to work before adopting it as a strategy.
