It's intended to stop the wearing sneezing into a surgical wound.

Frankly this worrying.

Watching supposedly intelligent people panicking and spiralling out to the point they forget even the basics.

A small group of very rich people who own the infrastructure got together and decided this is the rule we have to live by now. Not only didn't we tell them to introduce that rule we probably don't even know who they are.
