Under a Less Progressive Administration it Was New Zealand.

That had the idea which revolutionised the way the UNFCCC thought about defeating Climate Change. By replacing the Kyoto Protocol (KP).

Everyone in UNFCCC circles knows this. And everyone in New Zealand is extremely proud of it.

So I don't need to explain it to them. I merely need to whisper; "New Zealand."

I'm not going to explain it here. Because, trust me, the Brexit Withdrawal Agreement is ridiculously simple in comparison.

Basically though under the KP the so-called Annex I (rich) nations have dramatically reduced their ghg emissions. It will now be extremely expensive & maybe impossible for them to reduce them further.

It will be relatively cheap & easy for the Annex II (poor) nations to reduce their ghg emissions. Except they don't have the money to do it.

So New Zealand came up with the idea of a; "Hybrid" or; "Chimera" system. Where Annex I & II parties work together to reduce ghg emissions wherever possible.

But then Barack Obama turned up.

And replaced all that hard work with a pinky swear.
