They chose to name it after the comic-book character. In an effort to attract more tourists.

A fact which is probably best explained by another Turkish Province named; "Afyonkarahisar."

Which translates as; "The Castle That Black Opium Built."

A small group of very rich people who own the infrastructure got together and decided this is the rule we have to live by now. Not only didn't we tell them to introduce that rule we probably don't even know who they are.
