He's pushing Mike Pence to the fore. Thinking that raising the prospect of President Pence will stave off impeachment.
Apparently not realising that a genocide of Christians and Jews is unlikely to go down well with his Evangelical Christian base.

Trump's belief that ISIL members should be freed rather than face Military Tribunal is a direct contravention of the Geneva Contraventions. The supreme piece of legislation in the laws of war.
So both of these are unlawful orders which Mike Pence has no option other than to refuse outright.
If a law enforcement officer witnesses Trump giving any such order then Trump is caught in flagrante delicto.
Meaning he can, and should, be arrested on the spot. There's no need for an indictment of impeachement proceedings.
